RPI modems, Winmodems, etc, can't be used through the "set port com1"
(or com2, etc) interface. They can only be used through tapi:
set modem type tapi
set line tapi
You need Kermit 95 1.1.15 (the current version) for this. If that's not
what you have, you can patch up to it at:
http://www.columbia.edu/kermit/k95patch.html
If you use the Dialer, the corresponding adjustments there too. Also in
your K95CUSTOM.INI file in case you have a "set port com1" or similar
command in it.
